Présidence de la République
NIAMEY -Niger-

Dear Sir,

Re. : Sugar Factory Project Niger.

We hereby take pleasure in reverting to your kind letter dated May 4th, addressed to our Mr. N.J. Loft, by which you forwarded the answers to the various questions from the questionnaire which we forwarded to you some time ago.

We have now had the opportunity of carefully studying the answers and we are pleased to inform you that from a technical point of view we now find that the matter has been cleared up as much as it can by exchange of letters, and we are at present considering the possibility of paying a visit to proposed factory site in order further to study the local conditions.

However, there might still be one or two questions which we should like to have elucidated. From the information we have received from you we have the impression that it is the intention of the authorities of Niger to establish an agricultural project taking care of the cane growing.

We presume that this means that the factory is to organize the cane growing itself, without relying upon cane supplies from individual farmers.

We think this is the only way in which an efficient cane growing can be established in a new area within a reasonable period of time. We have heard about quite a few cases in other parts of the world where a new sugar factory has been in a very difficult position during the first 3 - 5 years, because if has had to rely upon cane supply from individual farmers, and this supply has been completely insufficient. It is therefore rather important for

us to know exactly what intended in this respect with regard to the new factory in Niger, and how this agricultural project is going to be planned and organized.

The second question we have is related to the financing of the factory. As we have mentioned to you on earlier occasions, our Company is prepared to consider a participation in the factory as a shareholder, and it might also very well be that financing to a certain extent can be obtained from official Danish sources. During your discussions with Mr. N. J. Loft in the beginning of March you mentioned that various possibilities existed for financing also from official sources in Niger. May we ask you kindly to let us know a little more in detail how you expect that this financing could be arranged ! -

Is the Government of Niger ready to join as a shareholder, for instance together with our Company and other Danish shareholders, and in such case with a majority or a minority of the shares !

Normally in a case like this, the sharecapital will only cover a smaller fraction of the total investments. It is very well possible that apart from the sharecapital a certain financing in form of long-term credit or long-term loan can be obtained here in Denmark. Is there a similar possibility in Niger for obtaining long-term loans to cover for instance development of land for cane growing or the like.

May we expect to have your answers to the above questions earliest convenience in order that we can proceed with this matter, the next step probably being a visit by one or more of our technicians to Niger.

Yours faithfully,

Dear Maurice,

We were absolutely delighted of your visit to us here in Gloversville and in spite of its short duration, I still consider that we have accomplished a great deal. Among the sujets especially discussed in great details was the Pickling Plant in the Republique du Niger and we have made it clear to you before you left yhat we are very much in agreement of the whole project, especially if the Niger Government would agree to conditions as discussed for the fulfilment of the projet in a most successful manner.

After you left New York, I got in touch with the leading users of this type of skin and have found great encouragement from them, so that I feel that there would be no problem in disposing of the entire production. They demonstrated great confidence that the projet would be handled by tou and especially that the skins will be pickled by you ender the existing formula, which skins find a good demand on this market for the glove industry. I have taken the liberty to inform them that tentatively it would be possible to supply them with pickled skins in 1969. That is the reason why I would like to hear from you positively about this project and when do you think we can start production.

Daisy and Joseph send you their love and as well as Rosie and would appreciate very much to hear from you as soon as possible.

Ever Yours,

DERMA TRADING COMPANY , Gloversville, N. Y.

Adressée à Monsieur Séroussi,
le 22 Avril 1968

Cher Maurice,
