Kaunda to take land powers
Lusaka , Nov. 23. ----- The Zambian Gouvernement has
published a Bill which will give President Kaunda power to seize land and property whenever he thinks it desirable in the interests of the nation .
Called the Land Acquisition Bill , it is expected to come beforte Parliament on December 2 . It is mainly aimed at regaining landilopdom absentee landlords and provides for the setting up of a compensation advisory board to determine compensation .

AFRICAN DIPLOMATS SLIGHTED
Johannesburg . Nov. 23. ----Newspapers today attacked as tactiess and insensitive a South Africain Cabinet Minister who spoke alightingly about contacts with black diplomats .
" Do you think that I enjoyed dinig with blacs ? " Mr Hendrik Shoeman . Deputy Minister of Agriculture said about an occasion when he dined with two delegats from Lesotho . " But I had to do it as it was beneficial to my courty ". he toid Nationalist Party supporters on Wednesday .
The Sunday Express recalled today that Mr. Vorster , the Prime Minister , had stated there were no second-class diplomats .
" But his deputy Minister of Agriculture makes it clear that black diplomats are anything but first class ? One may dinc with them , but only as an unplensant duty ".
A black diplomat was a diplomat like any other , the Sunday Express added . " He is not just a black man whom a Government Minister or official takes to diner reluctantly , and joy-jessly , because the country demands this sacrifice of him."
" The Gouvernment and its followers must understand that this country cannot come to terms with black Africa -and come to terms it must -if it accords , in the alightest measure , interior status to the representatives of those black countries who come here on official duty."
The Sunday Express said such Ministers as Mr . Schoeman should either be schooled in diplomacy",
or , as the saying goes , they should be told to belt up" .
The Sunday Times commented : " Mr. Schoeman , we are sure , meant no harm , his audience would have seen hothing wrong in his remarks ; and that is the tragedy of it all . The one thing worse than being treated with contempt deliberately is to be treated with contempt spontaneously .
" It is the fact that Mr. Schoeman , a Cabinet Minister , can be so insensitive that makes us despair . " Reuter .
